1. Appearance of players and their wearing of shinguards
... There is a worldwide effort being undertaken to improve the image of the
game, and here in the United States, where members of the public may come in
contact with soccer for the first time in local youth and amateur matches,
it is important that all participants make an effort to present the game in
the best possible fashion.
Players are expected to wear matching uniforms, with their shirts tucked
into their shorts, and with their socks pulled up.
2. Dismissal of players who commit serious foul play
Referees are reminded that it is their responsibility to put an end to
brutality on the field and that they should not hesitate to send off any
player who is guilty of serious foul play, whether it occurs in the first
minute or the last .... To take the correct action requires courage and will
power.
