5. Law XV -- Throw-in
... a throw-in is only taken correctly if it is taken from the point where
the ball passed out of play over the touch-line and ... any throw-in taken
from an incorrect position must be regarded as improperly thrown and
Punishment (a) will be applied (i.e., the throw-in shall be taken by a
player of the opposing team). Referees are reminded that ... the throw must
be taken from within a radius of one yard where it crossed the line. ...
Referees must now take the responsibility of indicating the location for the
throw BEFORE the player comes to the line. ... Referees and linesmen are
instructed to assist the players ... and not to entrap players into going to
the wrong location, there to be penalized.
Reminder to Referees
1. Player sent off the field of play:
In October of 1985, the FIFA Referees' Committee asked National Associations
to take note of the fact that, when a player had been dismissed by the
referee, he was not allowed to sit on the bench during the remainder of the
game. Even if the player changed out of his match uniform, he was not
allowed on the bench.
If the game is being played in a stadium, the player will be sent to the
dressing-room, there to remain until the game is over. In the case of a game
being played on an open field, then the referee should insist that the
player leave the area of the field and go to his car or to the parking lot.
The purpose of this instruction is to ensure that the player cannot disrupt
the game any more than he has already done.
2. Possession of the ball by the goalkeeper:
The phrase "takes control of the ball with his hands" in Law XII, 5a [now
4a] means "holding the ball with his hands." If, when dealing with a shot at
goal, or with a pass from one of his team-mates, a goalkeeper merely
deflects the ball to one side, or pushes it forward with his hands, he has
not "taken control of the ball with his hands," and so must be allowed to
pick up the ball without being penalized.
