Reminder to Referees
2. Disciplinary action taken against officials of clubs
Referees are obligated to report any misconduct by officials (coaches,
managers, trainers, team physicians) of clubs, but when dealing with these
individuals, yellow and red cards must not be shown. Inform the individual
that you will be reporting the misconduct and that, if misconduct persists,
he will be required to leave the field. Send a report to the league and the
state association.
3. Offside at situations involving shots on goal
Referees and linesmen are reminded to exercise extreme care not to penalize
players who are in an offside position, but not interfering with play or an
opponent, when a teammate takes a shot on goal. The offside player should be
penalized only if he or she directly interferes with the goalkeeper or with
another defender. The act of merely standing in an offside position is not
an infringement of the Law.
