MEMORANDUM

[A major topic of the Memorandum was the change in the Law related to
regulating coaching from the sideline: this has been incorporated into Law
V, IBD 13.]
Advice to Referees:
[Certain] changes to the Laws were made to speed up the game by eliminating
delaying tactics by the kicking team [goal kicks and free kicks within the
goal area can be taken from anywhere inside the goal area]. Referees are
advised to not allow the kicking team to abuse the new Law by their first
placing the ball on one side of the goal-area and then moving it to the
other side, thus defeating the reason for the Law change.
[Referees are advised that, although Law XII, IBD 18 specifically states
that the indirect free kick required to restart play after the issuance of a
caution for "trickery" shall be taken "from the place where the player
committed the offence," the usual exception is understood: Law XIII prevents
such a free kick from being taken within the team's goal area.]
Other Decisions
This new mandatory instruction provides the mechanics for showing first the
yellow card and then the red card when sending off a player who has
committed a second cautionable offense. The Referee is now required to show
the [yellow and red] cards consecutively, rather than simultaneously as was
previously required by the mandatory decision of 1992. Referees are reminded
that for any offense requiring immediate expulsion..., only the red card is
to be shown.
