A compendium of instructions, advice, definitions, interpretations, decisions, recommendations, and reminders for Referees which do not appear in the FIFA Laws of the Game but which Referees are responsible for enforcing and implementing. These summaries, taken together, represent an unofficial document developed by Dan C. Heldman, however all excerpts are taken from official USSF memoranda.
NOTE: The following citations from USSF Memoranda and/or FIFA Circulars supplement, expand, or comment on the Laws of the Game. Referees are expected to apply them at all times. Some subjects have, since the publication of the Memorandum or Circular, been formally incorporated into the Law. Other subjects may be found ONLY in these publications. And some subjects which are now in the Laws of the Game can be properly understood only in the context of the explanations provided originally by FIFA. Any material enclosed by square brackets ( [...] ) has been added solely to clarify and was not in the original Memorandum or Circular. Any emphasis noted below (by underlining or capitalization) was in the original material.
